Green card for one player, but should it have been for the two players?

Take a look at this action:
1. The German player gets a green card for clearly blocking the Australian player in way that he should not, so, green card.
2. However if you look the video twice, you will see that the Australian player is the one that initiates the action by pushing his opponent with his right hand.

Do you think that it should have been two green cards or just punishment for the German player?
